[Help] Changing The Game's Server Files?

I went to the unknown cheats' cs go wiki page and saw something about replacing some files that contain information regarding servers and whatnot, so that one cannot be VAC banned or something. What's that all about? Should everyone who uses cheats do that as some form of precaution?
